Essential ingredients

Warm Zone projects typically last for three to five years. They are based on partnership working with the local community and rely therefore on the full commitment of the key stakeholders.

Before embarking on a Warm Zone development it is essential that the key ingredients should be in place.

  • Commitment from and engagement with:
    - Local Authority Chief Executive
    - Political parties
    - NHS - PCTs
    - ALMO
    - Other housing providers
    - Local Strategic Partnership
    - Community organisations
    - Energy supplier(s) for Energy Efficiency
    Commitment sponsorship
    - Key agencies such as the Department for
    Work & Pensions, Pensions Service,
    Citizens Advice and Age Concern
    - Voluntary & other stakeholder organisations
  • A high level “Champion” within the local community to ensure the profile and momentum are maintained
  • Ambition, drive and capacity to deliver the business plan and develop partnerships
  • Funding for feasibility activity and planning phase
  • An Affordable Warmth policy
  • Data on property profile, insulation works required, and fuel poverty
  • Secure capital and revenue funding ahead of any action
  • Capability to drive improvements in energy efficiency and substantially reduce fuel poverty.
